PayPal does not operate in Pakistan. Here is what actually works.
You cannot open any PayPal account as a Pakistan resident — not personal, not business. A free Payoneer bridge covers one narrow case: freelancers getting paid by PayPal senders. For everything else — checkout, invoicing, holding a USD balance — a US LLC is the only compliant route.

First: do you even need a US company?
Try the free route first. Since 2025, a State Bank of Pakistan–Payoneer arrangement lets people who pay through PayPal send money to Pakistani freelancers, and the money lands in the freelancer's Payoneer account — no PayPal account needed on your end. If your situation is "a client abroad wants to pay me through PayPal and I just need to receive it," this bridge plus a free Payoneer account may fully solve your problem, at zero cost. Where it stops: the bridge is a payout channel, not a PayPal account. You cannot put a PayPal button on your store, send PayPal invoices, hold a PayPal USD balance, or plug PayPal into e-commerce platforms. And note PayPal is unusual here — unlike Stripe or marketplace payouts, money sent through PayPal can only land in a PayPal account, so Wise and Payoneer are not general substitutes the way they are on other rails.
When the US LLC route is the real fix
If you need to accept PayPal payments as a business — branded checkout on your store, PayPal invoicing, holding USD — there is no workaround at any price for Pakistan residents. PayPal's own user agreement requires a business to be "organized in, operating in, or a resident of" a listed country or region. A US LLC satisfies "organized in," which makes a US PayPal Business account a ToS-consistent route for the entity itself. Be clear-eyed about what the full path requires: the LLC and EIN (which we handle, no SSN or ITIN needed for those), plus — specifically for PayPal's US onboarding — the owner's identity verification, which typically means an ITIN, a US address and phone, and a real US bank account. Mercury does not accept founders residing in Pakistan, so plan on Relay for the bank account, with Wise or Payoneer alongside. The account must then be operated as a genuine US business with consistent details.

A US LLC and EIN get your business inside PayPal's rules, but they do not get you past PayPal's identity check on the human owner: US onboarding requests an SSN or ITIN, and an EIN alone is often not enough. Expect a separate ITIN application, a US address and phone, and disciplined account operation — persistent logins from Pakistan are a known trigger for account limitation.
