Morocco can't register as a Google Play merchant
You can publish free apps from Morocco. You cannot turn on Play billing to sell paid apps, in-app purchases, or subscriptions. The blocker is your country, not your bank — so a USD receiving account won't fix it. A US LLC will.

Not supported — Google Play Console merchant registration (selling paid apps / in-app purchases / subscriptions), vs plain developer registration
Status: Merchant registration NOT supported in Morocco. Developer registration works; merchant registration does not. Verified against Google's official country table on 2026-07-01.
First: do you even need a US company?
If you only publish free apps with no in-app purchases, you need nothing extra. Moroccan developer registration is fully supported — a one-time $25 fee and you can ship. You do not need a US LLC, and you should not pay for one. A US company only matters the moment you want to charge users: paid downloads, in-app purchases, or subscriptions.
When the US LLC route is the real fix
The moment you want to sell anything through Play, you hit the wall. Google requires a merchant (Google payments) profile, and the profile's country must be one where Google supports merchants. Morocco is not on that list. This is the important part: a free Wise or Payoneer USD account does NOT solve it — the gate is the payments profile's country, not the receiving bank account, so a USD receiving account changes nothing. Buying or borrowing a foreign account (a common gray-market Morocco "fix") violates Google's terms and risks your developer account being terminated. A US LLC + EIN + US bank account is the robust, compliant route: it lets you create a new Play Console organization account with a US payments profile and turn on full monetization.
What a US LLC + EIN unlocks here
- Register a merchant (Google payments) profile under your US LLC and sell paid apps, in-app purchases, and subscriptions from Morocco
- Receive Play earnings in USD to your LLC's US business bank account
- Skip the closed-testing requirement (currently 12 testers opted in for 14 days) — organization accounts are exempt from the rule imposed on personal accounts created after Nov 13, 2023
- Pass Google's developer verification with documents that match a real US entity
- Use a compliant path Google accepts (W-9/EIN), instead of a gray-market foreign account that can get you terminated
Straight talk
A US LLC unlocks Play billing, but it isn't instant or free of obligations. The D-U-N-S number for an organization account can take up to 30 days on Google's side, your verification documents must match the US entity, and you'll create a fresh Play Console account rather than converting your Moroccan one — the payments-profile link is permanent. Owning the LLC also means an annual US filing (Form 5472 + pro-forma 1120). If you only ship free apps, none of this applies to you.
Key facts
- Google Play merchant registration is not supported in Morocco: developers can publish free apps but cannot enable Play billing to sell paid apps, in-app purchases, or subscriptions.
- Morocco is the last major MENA holdout on Google's merchant-country list, and its status has been unchanged since at least May 2022.
- The blocker is the country of the Google payments profile, not the bank account — so a free Wise or Payoneer USD receiving account does not unlock Play billing.
- A Play Console payments profile can be linked only once and can never be changed, so an existing Moroccan developer account cannot be converted; you create a fresh account and transfer your apps.
- A Play Console organization account requires a D-U-N-S number, which is free from Dun & Bradstreet but can take up to 30 days to issue.
- A new Play Console developer account costs a one-time $25 fee.
$399 + your state fee. One time.
LLC formation, EIN (CP-575), US bank setup, and the first-year registered agent. No SSN, no ITIN, no US visit — and no subscription.

Straight answers
- Can I just use a Wise or Payoneer USD account to sell on Google Play from Morocco?
- No. Wise and Payoneer give you a USD account to receive money, but Play's merchant gate is the country of your Google payments profile, not the bank you deposit into. Since Morocco is not a supported merchant country, a USD receiving account changes nothing. You need a payments profile registered in a supported country, which is what a US LLC provides.
- Can I convert my existing Moroccan developer account into a merchant account?
- No. A Play Console payments profile can be linked only once and can never be changed. So you can't retrofit a Moroccan account. The path is to create a new Play Console account (one-time $25 fee) with a US payments profile under your LLC, then transfer your existing apps to it.
- How long does this take, and what's the slow part?
- EIN.LLC forms the US LLC and gets the EIN (CP-575) in about 2–5 days, with no SSN, ITIN, or US visit. The slow step is Google-side, not us: an organization Play Console account needs a D-U-N-S number, which is free but can take up to 30 days for Dun & Bradstreet to issue. Plan around that.
- Will Google reject a foreign-owned US LLC?
- There is no known rejection of foreign-owned single-member US LLCs for Play Console merchant registration — Google accepts the LLC's W-9/EIN. Your verification documents must match the US entity. Note that owning a US LLC creates a US tax filing obligation: as a foreign owner you generally owe IRS Form 5472 plus a pro-forma Form 1120 each year.
- Is buying or renting a foreign Google account a valid shortcut?
- No. Google's terms require you to be legally able to do business in your payments profile's country. Borrowing or buying a foreign account — a workaround sold on gray markets to Moroccan and Nepali developers — violates those terms and risks having your developer account terminated. A US LLC is the compliant alternative.
- Is this legal or tax advice?
- No. This page is general information, not legal or tax advice. US entity ownership carries filing obligations (for example IRS Form 5472 and a pro-forma Form 1120), and your situation may differ. Confirm specifics with a qualified professional before you rely on them.
- Do I need an SSN, ITIN, or a US visit?
- No. EIN.LLC forms the LLC and obtains the EIN (CP-575) with only your passport — no SSN, no ITIN, no US co-signer, and no travel. Serving founders abroad is the default here, not an exception.
- What does it cost, and is there a subscription?
- $399 plus your state's filing fee, billed once. No subscription and no surprise renewals. It covers LLC formation, the EIN, US bank setup, and the first-year registered agent.
- Is this legal or tax advice?
- No. This page is general information about payment-platform availability and US company formation, not legal or tax advice. Rules change and your situation may differ — confirm specifics with the platform's current documentation and a qualified professional.
