That means developer registration is listed as supported, and merchant registration (paid apps, in-app products, subscriptions) is listed as not supported, on that table.

Does a bank in a supported country fix this?
Google’s payout-bank help says the bank account must be “In the same country or region where the merchant account is registered.” (Google Play, Add a bank account, checked 2026-09-03)
That rule ties the bank to the merchant country. It does not say that holding a foreign bank account changes Morocco or Nepal on the merchant table.
